Defines the size of a storage object

Privilege level defines which ring(s) can access the described object

Notes:
 TYPE is what kind of object is described
    S is descriptor category; 0=system, 1=code or data
   PL is privilege level of object described
    P is the present bit; 1=present, 0=not present
