For incoming traffic, rule applies to traffic which is being routed through this computer to some other host (based on the destination values).

For outgoing traffic, rule applies to traffic which is being routed through this computer from some other host (based on the source values).

Note that this setting only makes sense when this computer is being used as a router (gateway) between two or more networks.
